"After due consideration and an intense deliberation...the supreme court ruling is this: the Placement Program will accommodate as follows. Allowance of the breaking down of language barriers, that humans and Novaxans in placement can speak freely with each other. Registration for any connections...and family units." She took a moment to smile at Archie. "Novaxans will be granted preliminary citizenship, pending the very tests and processes used through immigration services and their choice to go through the process. Those who do not will still have a place in the Placement Program if desired, until the Pacific Underwater city is completed. Family units consisting of one or more Novaxans will be registered, and full citizenship will be granted to any child born of Novaxan-Human heritage."
