When Cinder first encountered Qrow in the aftermath of her altercation with the Fall Maiden, the man had ever so rudely interrupted her while she was in the middle of claiming the power that was rightfully hers. She was lucky enough to keep her identity concealed from Ozpin's lapdog while still managing to make off with half of Amber's magic. However when it comes to Qrow, luck has a tendency to... flail about in a panic without direction. Usually the bad luck from his Semblance requires an individual to be in his presence for a fair duration before it begins to rub off on them, but there are aways exceptions. As odd as it may sound, the very concept of 'bad luck' can get lucky in rare instances. For example; say a considerable amount of bad luck managed to latch onto a person he only briefly ran into yet did not immediately suffer from sudden bouts of misfortune, as if Fate itself was guarding the would-be victim for as long as possible. Yet Fate can only do so much, and good luck can only hold out for so long, before that massive storm of bad luck would finally catch up to its target and wreak havoc upon their life.
