* Go Northeast: Build Road, Then Irrigation. *
You leave the Caves of Wisdom feeling sore in all the right places, and go to talk to mayor Quauhtli. You would simply speak to him mentality but are still unsure how exactly that works and want to ease into it.
"Quauhtli, what are Our workers doing at the moment?" You ask when you find him, just as he is about to go out into Tenochtitlan proper.
"They have no orders lord, they just assist with construction tasks," He explains.
"We're going to change that. Send them out into the north-east of the city, that area has been pacified has it not? Have them build Roads there, and Irrigation, and designate this as the location for our population to focus on resource harvesting," you instruct.
"It shall be as you say, my lord!" Quauhtli declares and goes out to relay your orders...
