You think about her implied question, and remember that under a Dictatorship the best you can do is 50%. You decide that you are going to go full-bore on scientific research and set it to 50%, plus build Libraries in every city ASAP. Decisions made you declare, "You will have your brushes, ink, and paper Malinalxochitl," but she looks perplexed.
"My Lord, what is 'Paper'?" Malinalxochitl asks, and you realize that you don't know...
