Even when Jho Taek Low was one of the key brainchildren behind the 1MDB conglomerate, both the then Malaysian Prime Minister Najib Razak and his wife Rosmah Mansor, were the main shareholders of this company. Thus, their interests and demands were of prime importance than that of Jho Low's. However, since Jho Low was a lot more financially and economically savvy than Rosmah and even her husband Najib, it was Jho Low's responsibility to manage and handle the channeling of 1MDB's funds.

However, a lot of country were on economic recession, excluding nations such as, India and China. Jho Low somehow had strong penchant for Chinese funds. Thus, he requested Chinese tycoon Jack Ma for it, but Jack Ma straightaway declined his request.

Thus, his last hope was to directly ask the Chinese government for money.
