Does Chiaki get through?

Yes but at a cost

Chiaki kept pushing and pushing against the fence in an attempt to squeeze through.

Eventually, Monokuma caught up to her and was standing on her ass. It slashed at the back of her bunny girl suit, causing a big rip in the suit that would only get bigger.

After the back of her costume cut, Chiaki finally managed to get through the fence. Once she made it through, she continued to run she needed to find a place that was safe.
