In the Early Fall of 2030 the Supreme Female Council Passed it first major public sexual control bill over men.

The Key Holder Act.

All men, age 18 and older, were now no longer trusted in having full control over there own Penises. Thusly, it was ruled that all men were required, from there on, to wear cock cages under the supervision of a female 18 years of age or older.

Upon the Acts resolution all Men were provided a Government Issued Cock Cages and given 7 days to find themselves a Key Holder to put a cock cage on them, or be assigned a Government Key Holder.
