Quickly donning a genjutsu Obito leashed Kushina before putting a pre prepared seal he had Kushina make earlier while she was under hypnosis which made Kushina appear to be an actual dog to anyone who looked at her.

What made this seal special was that no one could remove it except for Kushina herself and with her limbs sealed into dog limbs and being unable to vocalize anything except for dog sounds, Kushina's fate was effectively sealed.
