Ranma's father registered her as a girl.

Ranma's father, Genma Saotome, had screwed Ukyo's life over. And it was by tracking his morally bankrupt actions all over the country that Ukyo had managed to track down Ranma and him in order to get her, now his, vengeance. And in the course of that investigation Ukyo had discovered an interesting thing. Ranma was listed as a girl on the Saotome family registry. And not just since Ranma had been cursed with her gender swapping curse either. As near as Ukyo could tell Ranma had been registered as a girl from birth.

The most logical assumption someone who didn't know the facts would make was that Ranma had been born a girl, and that the curse did not work the way Ranma and his father claimed. Ukyo knew better. She'd encountered enough Jusenkyo cursed individuals to understand that Ranma original gender had to have been male. Cold water changed her and everyone with a curse from the springs, into their cursed form. Hot water changed them back. Ergo, Ranma had been born a male.

That left only one conclusion. Genma had set out from the get go to scam the government out of a female child care check. The amount that the government paid to the parents of a female baby was not insignificant. One only had to see the home the Tendo family, with an unprecedented three female daughters, lived in to see that. And once Ranma, and every other girl, turned eighteen that check would go directly to them. It was more than enough for a female to live on, if they watched their yen and if they got a job and earned extra money they would still receive their female government stipend.

Ukyo's father had sacrificed a great deal when he had switched Ukyo's gender on their family register. It had ruined him. Yet another crime to lay at the feet of the Saotome family. And Ukyo himself had given up a great deal. If he'd stayed female he could have not only received a female benefit check, but he might also have been able to recover all the money he had not gotten growing up. The idea had never taken root in his head. As far as he was concerned he was and always had been, male. And because he had never collected the female bonus, now that he was a male he was free and clear with no need to fear repercussions.

On the other hand if Ranma had never been cursed Genma would have been in deep trouble. The fines for such a con were ****. Jail was only the beginning. If was enough to make you wonder just how much of an accident Ranma getting cursed at Jusenkyo really was.

Ukyo had no idea whether Ranma had been in on the con or not. He tended to think it was unlikely. It would be far from the first time Genma had tossed Ranma under the bus. Everything about Ranma's behavior as a girl suggested that she never expected to do her public duty upon turning eighteen. Not just by avoiding doing so, but never being expected by the officials to do so. That hinted she took it as a given that they would consider her a boy, and therefore exempt. Only she wasn't.

According to the Saotome family registry Ranma had been born a girl. A medical examination of her cursed form would confirm beyond a shadow of a doubt that she was a fully functional female. The long and the short of it was that Ranma had **** in the matter. She had to obey the free-use law. If she didn't, she'd be sentenced to community service in a public relief station. No matter how good she was at fighting not even she could fight the government and all the resources they could bring to bear to make her comply with the law. And once secured into a relief station her willingness became inconsequential. Any passing male with the need of relief would be able to make use of her helpless body. Depending on the location that could amount to several hundred men a day dumping their loads into her various holes.
