You're not ready to risk a war with the orcs yet, so your first target should probably be human slavers. They often sneak people through the wild lands near your tribe in order to avoid attention from a few of the more civilized human kingdoms, ones that have rules about slavery.

You send out the scouts and tell them what to look for. Given the time of year you expect they'll find an appropriate target within the month, which gives you plenty of time to get your tribe used to Thora. The first priority with her is to tour the farmsteads and see what she suggests.
