Batgirl knew she wouldn't be able to hear anything Quinn or the men would be talking about. So she needed to get closer, Batgirl slowly and carefully open the sun roof window and jumped in.
Batgirl made her way towards the meeting, she used large crates as cover. Soon she was near enough to hear what Quinn and the men where talking about.
