Jinx

If you’re not mistaken, the person you’re looking at is a member of H.I.V.E., a girl named Jinx. She has the same hair style and getup you’ve been led to believe she would wear. Her powers somehow affect probability, allowing her to manipulate “luck”, specifically bad luck. To you, it did sound a little lackluster, but Jinx is apparently a decent criminal in Jump City so her powers might not be as weak as you’d been assuming.

Whatever the case, you just now caught the attention of H.I.V.E. indirectly through her. She’s already began making her way out of the crowd away from you. You could attempt to track her down, though there’s no guarantee you could since the city is still new to you. But you’re no hero: you’ve no personal obligation to go after her. If you wanted to argue the point, you’d already be doing the Titan’s a solid just letting them know you “think” you saw her at the scene.
