A few changes

Using the accumulated knowledge Kushina had on seals that she just lay lying around Mebuki and her co-conspirators studied Kushina's notes to enact their revenge. They used a combination of jutsu and drugs to keep Kushina unconcious while they studied and plotted their revenge.

Eventually they decided that whetever plan they were going to enact they had to be sure that Kushina wouldn't be able to retaliate against them so they sealed of Kushina's chakra network. Using a combination of surgery and medical jutsu's to keep Kushina alive they cut Kushina open and drew seals onto Kushina's bones ensuring that Kushina wouldn't be able to easily find the seals nor remove them with ease. The seals ensured that Kushina's vast stores of chakra would be constantly disrupted making Kushina unable to use any jutsu at all and shooting her chakra control to all hell.

It was during this time they realized 'Why not take things a bit further?' and so they decided to add compulsion seals onto Kushina that would make it easier to influence Kushina. They decided against using control seals at it would detract from the fun they could be having messing with Kushina.
