Discussing Nomu.

"Toshinori here told me that you took control of the creature called Nomu using Ms. Yaoyrozu's powers, is that correct?" Nezu asked Izuku seriously.

"Erm, yes sir," Izuku said.

"If I may ask, why do so with it... Or rather, her now, and not any of the other villains?" the High Specs user inquired.

"I mean, I hold myself to strict rules when it comes to using Momo's powers. I'm firmly against using her abilities to violate someone's free will unless I have absolutely no other choice. If it came down to it, I would do so to save someone else's life, but only if that's what it took. However, none of those standards applied to it... Her now, given she is a mindless bioweapon with no free will to violate in the first place," Izuku answered honestly. "Changing it into an attractive woman was just to add a sexual element to make the wish viable."

"That's what I assumed," Nezu nodded. "The investigators have been looking into her, but honestly, there's not really much they could get. She's unfortunately completely incapable of answering any questions, though she has otherwise been extremely cooperative. A sample of her DNA, as well as facial recognition technology showed that she was once a small time criminal, matching records in police databases. Though I imagine Ms. Yaoyrozu's powers may have changed all that. I wouldn't be surprised if she was previously a male crook before her history was altered along with all records and recollections regarding her."

"I see..." Izuku mused. "So she wasn't created from the ground up then?"

"No, she wasn't. That's not all," Nezu continued, taking another sip of his tea. "There were signs of necrosis throughout her body, that had somehow been reversed. As if she had been a corpse."

"You mean she's technically dead!?" Izuku yelped at the thought.

"Was dead, yes," Nezu answered. "Though it seems she is perfectly alive and healthy now... At least physically. Her mind though is gone for good from the looks of it."

Izuku glanced at Momo. "Could you restore it?" he asked her.

"Afraid not, Master," Momo shrugged. "Outright resurrecting the dead is usually beyond a genie's power."

"Usually?" Izuku blinked.

"It depends on the world, really," Momo answered. "Our powers need to work within the rules of whatever world we happen to be in. Different worlds have different rules, different laws of physics, that sort of thing. Different rules regarding a soul or whatever passes for one. Usually, if a world has gods and an afterlife, they have a claim to said soul that genies cannot challenge. In absence of that, then the soul, for lack of a better term, simply ceases to be, and cannot be restored. We can do other things regarding the dead though. We can make bodies move, even reverse decay and make the body itself alive again, but it's just a puppet at that point. Unless we create a new soul or personality for them."

"...wait, you can't reclaim previously existing ones, but you can outright make new ones?" All Might asked, staring at Momo incredulously.

"Pretty much. I could even make a perfect copy of the preexisting self, but it wouldn't be the same one," Momo replied. "That's gone for good, no if ands or buts. Depending on what exactly is going to be done with Nomu, we could potentially work with the blank slate she currently is."

"...I see..." Izuku nodded slowly.

"And that is the other matter," Nezu mused. "What exactly to do with the bioweapon in question?"
