He does, and makes Izuku question himself a little.

"Why? It's quite simple... It all comes down to power. The power to commit **** with impunity that society grants Heros," Shigaraki shrugged.

"What are you blathering on about?" All Might demanded.

"As I said, it's quite simple... The only reason "Heroes" get to play the good guys is that they serve the current system," Shigaraki said. "Good, evil, Heroes, Villains, it's all meaningless at the end of the day. The ones who get to decide what's "right" and what's "wrong" are those who have power. And those with that power... They act self righteous, try to legitimize their power by propping up an arbitrary system of morality. They decide what **** is good, and what **** is bad. You claim your **** is justified, simply because it serves the society you are part of. Perhaps some start out with what they legitimately believe are good intentions, but even in those cases... The fact remains that power corrupts. Absolute power corrupts absolutely. And **** only begets more ****. With your ****, All Might, I'll make sure everybody understands that," Shigaraki stated.

Izuku, for the most part, was not impressed with Shigaraki's reasoning. The majority of laws enforced had good reasons behind them. True, Izuku would be among the first to admit that the government, the system, was incredibly flawed, and could use a lot of improvements, but he also considered it to be far better than straight up anarchy. However, there was one thing Shigaraki said that felt like a personal attack, something that potentially applied to Izuku more than even Shigaraki surely intended.

Power Corrupts. And Izuku had so much power at his disposal. One For All, and Momo's genie magic. Sure, he hadn't done anything egregious with it yet, but could that change in the future? He shoved those thoughts down for the time being as he listened to All Might call Shigaraki out on pretending their goals were noble. The situation was still very dangerous.

And to make matters worse, Izuku could see the beginnings of stream start to trail off of All Might. He was reaching his time limit. Now wasn't the time for personal doubts. Even if All Might could push through and maintain his muscle form for long enough to pull this off, this would be bad for him. Izuku had to come up with something to finish this quickly.
