Mark of the judge

The bearer of this mark is able to render judgements on anyone around him and set the punishment for it however he likes and it will be treated like an official legally binding verdict by the people around him.

For instance you can sentance someone to pay you a fine for the crime of wearing a watch, or sentance someone to go nude for the crime of wearing a too short skirt or even just sentance somebody to a period of public use for the crime of being a brunette. The arbiter has absolute authority over what is a crime and what the appropriate punishment is, writers choice whether the judgement becomes an actual law or if it only affects the judged
