So why hadn't he appeared before the Ministry to be recognised as an innocent man?

The Wizarding World was an ageing population and it needed new blood. So Tom was stacking the deck by donating his own cum at the clinics too. He decided it was time to contact Ginerva Weasley and tell her to move on to the Next Phase of the Plan.
