Well, Samara is an Asari, which means she's been around for centuries, as befitting her species' average lifespan of a thousand years. More specifically, Samara herself is part of the Asari Justicar, a group that can be summed up as a cult of warrior monks who give up all personal property and spend their whole lives righting wrongs while abiding by a very strict code of honor and morals.

Samara is often stoic and acts devoid of feelings, likely due to the problems with her daughter Morinth and the centuries she's spent going from one place to another fighting the worst scum the galaxy has to offer. Completely implacable in her pursuit of justice (often a bloody type of justice), Samara still has a beating heart within her seemingly impenetrable shell. One only has to find a way to get through it first.

Besides which, it's well worth it, considering that for her age, she sure can fill a spy catsuit with absolute cleavage better than most!
