A minor character in the game proper, Charter is still quite important within the Inquisition in-universe. Despite being an elf in a world where humanity is deeply set against elves, Charter is one of Leliana's most trusted agents and appointed as commander of one of the Inquisition's keeps in Ferelden, Caer Bronach.

Though she doesn't get much focus compared to her fellow Keep Commanders, it was eventually implied in additional media that Charter is merely one more name in a long line of alias of the mysterious master spy known simply as The Black Hart. Said individual was almost solely responsible for the utter defeat of the city of Salle by its rival Bastion, thanks to the numerous and thorough reports she did during her weeks of infiltrating Salle.

Other attributed personas are rumoured to be Mollnir, a double agent who revealed a conspiracy against the Crown in Hercinia and Sonner, a spy who sneaked into the heart of Markham, pilfered a general's plans, and walked out in broad daylight.

So it can be said that this woman has certainly seen her fair share of work. Have we mentioned she's probably worked as an assassin before as well? No? Well, there you have it.

Like all elves from the Dragon Age universe, Charter is slightly shorter than a regular human of average height. Beyond that, she seems to be a fairly serious woman, but thorough in whatever she sets out to accomplish. Much like Leliana, she probably won't have much problems in discovering the secrets of people around you... or even your own.
