Meanwhile the evil doctor begins early testing of his new invention by giving some powers to a young man in a large city. The doctor chose an average guy so he could monitor the effects of his drug which should give the man the ability to control and alter minds.

The idea behind this test was to look for any psychological effects the drug would have on the user and make sure it was safe before the doctor used it himself. The doctor figured the man who received the power would fly below the agencies radar and if the man was unsure how he received these powers he wouldn’t be traced back to the doctor.

The plan was in motion and everything proceeded well the agency unaware that anything was happening and the mans brain activity was being monitored by the doctor
