Humanity in Howaru lives in a state of barbarism and savagery. The only areas with any kind of law and order are within the walls of the city-states. The rest of territories are lawless lands inhabited by all kinds of dangerous individuals, from bandits to cannibal tribes or murderous religious cults, as well as many wild beasts.

Life within city walls is not good either, since most monarchs are tyrants and their laws are often abusive and cruel toward their subjects. That being said, living in a walled city is still much safer than venturing the wastelands that surround it.
