Earth 18 is an alternate universe where WWI never ended cause Germany never sent Mexico the Zimmerman Telegram, thus never giving the United States justification to abandon isolationism and join the Allies.

This world is a steampunk dystopia,

(at least the Old World is. It's a different story on the other side of the Atlantic where even the poorest countries are swimming in gold Scrooge McDuck style due to the fact that profiting off endless war is an infinite money hack)

where hope is but a distant memory and there is only war, with Europe, Africa and most of Asia being the bombed-out battlefields.
