Checking out Toga's Dorm

Uraraka gasped at the sight of just how big the dorm rooms at UA were going to be. She knew they would be larger than her original bedroom, but they were bigger than her entire house! Uraraka smiled happily as she realized that her goal of becoming a hero to make money for her family was definitely feasable.

"Hmmm, not bad, about the size of the bedroom my adoptive sister gave me," Toga said, as she began unpacking her dufflebag.

"I've never seen a bedroom this big before," Uraraka said, looking like she was about to faint.

"Okay, I get not seeing a girl flash you her panties before, but a bedroom like this?" Toga asked confused.

Uraraka looked down, almost ashamed at that statement. "My family doesn't really have much money... we kinda have to share a small apartment about the size of this room..."

"Huh? How are you paying for tuition then?" Toga asked concerned.

"Oh it's easy! I just have to eat one meal every 2 days and I'll be completely fine! Maybe I'll pick up some shifts at a restaurant if the workload isn't too much." Uraraka said, giving Toga a thumbs up.

"Yeah, okay, not happening," Toga said as she took out her rulebook and quickly went to the UA University section.

New Rule: Ochaco Uraraka will be provided a scholarship for her entire stay at UA University. Any money that was already paid to the school by Uraraka's family shall be reimbursed to them.

"That's better. You should get an invoice from the school with your refund soon enough!" Toga said with a giggle, "One benefit to having a cop as an older sister, you get to learn a lot of legal terms."

"What did you just do?" Uraraka questioned confused.

"Oh, oops, I guess I kinda have to let you in on the secret now," Toga said opening the rulebook once more and making a section titled: Toga Himiko's Dorm Room. "So, this notebook is magical and it can add any rule to any institution and everyone has to comply with these rules no matter what, like so."

New Rule: Anyone who plans to just hang out in Toga Himiko's Dorm Room, must strip down to at least their underwear. They can put their clothes back on when they wish to leave.

She closed the book once more and began stripping without any shame before turning to look at Uraraka to watch her do the same.

Uraraka felt extremely nervous about this, it was a pretty silly rule that she came up with after all, yet some strange force compelled her to obey. She began slowly unbuttoning her shirt before taking it off and pulling down her skirt revealing a set of pink panties with white polka dots and a matching bra.

Toga squeed in excitement as she saw the adorable underwear that her new friend was wearing. "You look so cute Ochaco-chan! Can I call you that?" Toga asked with a smile.

"Ummm, sure, I don't see why not, we're friends right?" Uraraka asked with a blush. "I mean you did show me that book and everything, so, call me whatever you want!"

The girls spent the next hour or so, chilling in Toga's room with Uraraka helping her unpack a tiny bit and the two girls swapping stories about themselves. Eventually Uraraka needed to go to unpack and get her room settled, so they spent some more time in Uraraka's room. (Clothed fully this time much to Toga's dissappointment) Once the day was over, the girls returned to their respective dorms to sleep and prepare for their first day of classes.
