You can have sex with anyone who arouses you. Only adults can arouse you.

When you get aroused by someone, that person will be willing to have sex with you.

They will be extremely eager to help relieve your arousal, and will perform almost any sexual act you might desire. However, they won't be willing to do anything that would leave lasting and potentially undesirable consequences, which means that they will insist you use protection if you want to penetrate them vaginally, or even anally if they have a vagina. Your power does, however, make you immune to any and all STIs, so nobody is concerned about that. While they are willing to indulge other sexual kinks like BDSM, they won't be willing to do things that would be medically unsafe, or that could otherwise leave lasting marks, like getting tattoos, implants or reductions. They're willing to have a bit of sexual fun with you; they're not willing to bear the marks of it for the rest of their life.

An exception to this is that anyone who hasn't had sex will be extremely happy to have their first experience be with you, and even people who wouldn't otherwise be attracted to you (for instance, straight women, if you're a lesbian) will still gladly fuck you. They'll also be willing to indulge things like public nudity, because your power mysteriously occludes recording devices which might otherwise produce compromising images and videos--including your own devices, so you can't coerce them later in that way.

Everyone else simply accepts that of course your arousal needs to be relieved by the person who caused it. Even committed partners won't feel at all jealous or angry at seeing it; they'll feel lucky they scored someone hot enough to arouse this random stranger at first sight! Similarly even if you have a partner they'll just be glad that other people are helping relieve your horniness.

The effect also doesn't grow duller with repeated encounters, unless your arousal does. You could have sex with someone every hour of every day if you get aroused by them every hour of every day, and they'll be perfectly happy to fuck you each and every time.
