In the coastal city of Maidenhead, within the Futorian Republic, every inhabitant is a futanari, possessing both male and female anatomy. All are born omegas, reaching their sexual maturity, or 'primacy' at the age of eighteen, at which point they may legally cede their will to another. Will is a tangible, magical force. Ceding ones own will transforms a futanari into a soft, submissive beta, while holding another’s will turns one into a powerful, dominant alpha. Alphas grow stronger, faster, and longer-lived with each will that they possess. Will is most commonly exchanged through bartered contracts, indentured slavery, as an act of love, trickery, or combat. Status, power, and intimacy all hinge on who holds whose will, and one's place within the hierarchy.
