Yugao explains further

"The others are currently out in the field, so you'll probably meet them later, depending on your choice. Anyway, the higher ups have informed me about your mission," Yugao says as she moves towards a map with some pins stuck in certain locations. "It coincides with my current mission to keep peace in the current sector, so I can share with you the details."

Yugao then explains the situation to you. Sporadic fights has broken in the town, port and the area around the bridge between gangs though it has yet to progress to an all out war. "While I have no say in how you carry out the mission, Naruto, I suggest an approach that will weaken all of them simultaneously."

"Not take them out at once?" you ask.

"You haven't heard about permissible darkness or controlled chaos concepts before?" Yuzao asks in surprise.

You simply shrug.

She sighs. "What was the use of the academy in the first place?" Yuzao then explains to you that contrary to public perception, a government would often let crime syndicates that it can control to exist beneath the the society. There are many reasons to this, one of them being that it is easier to control a known crime syndicate to limit its influence instead of one operating outside of the government's knowledge.
