According to the extra information provided, few upstart crime syndicates are trying to take control of the bridge that is the bloodline of the island, which is a no-no for Land of Fire and Konoha. While on paper and publicly, the bridge belongs to the Land of Waves, in reality, the Land of Fire has full control over the traffic crossing the bridge as well entitled to a portion of the taxes collected on the bridge for a century. In return for that privilege, the Land of Fire, or more specifically Konoha is expected to provide security for the bridge and the Land of Wave.
