Someone in the anime finds the rings

One day in the land of Britannia, a person was walking around outside looking around a forest before they move to their next destination when they suddenly spotted something shining a few feet away from them.

Deciding to check it out, they go to it and find a ring just sitting there, so they decide to put it on and once they put it on, it phrases into their finger. They soon discover that they are a ghost when they look at their hands to see ghost hands.

Before they could freak out, they suddenly turn back to normal with a thought and back to ghost with a thought.

"Intresting" the person thinks

But the question is who is this person and what group do they belong to?
