Rules and a confession

Mary and Serena quickly told Julie the rules for the punishment uniform.

1. The uniform must be worn at all times, inside or outside of school activities, unless removed by a cheerleader or coach.

2. Underwear is not permitted to be worn underneath the punishment uniform.

3. The punishment uniform may be worn during a competition only if the coach and cheerleader's parents permit it.

4. Exposure of the cheerleader's genitals is inevitable and permitted, but touching of the girl's body in any way is prohibited unless permitted by the coach and cheerleader's parents.

5. Any modifications or additions to the punishment uniform must receive permission from a coach and visually inspected before use.

6. Any photos or video of any cheerleader wearing the punishment uniform, whether exposing the genitals or not, are permitted, as long as the cheerleader is performing normal tasks and is not meant to be acting in a lewd way for titillation of either herself or others.

7. If the cheerleader wearing the punishment uniform willingly breaks any of these rules, she is subject to wearing it longer, facing more exposure, or more humiliating tasks, as the coach(es), the principal, her parents, etc deem fit to enact.

Julie gulped at what she had just agreed to, but was at least happy the younger girl was fully clothed. As they reached the locker room, the gym teacher emerged, and Julie recognized her as the tall woman who had been following Brenda around.

"You're late! But, it seems you met some friends. Oh, a punishment uniform? I don't recognize you, but perhaps that's why you're wearing it." The woman commented.

"Miss, I'm sorry, but I have to come clean." Brenda said, sniffling.

"What? What did you do?"

"I'm afraid I'm not the reporter ENF sent." Brenda said.

"Oh? And who is?"

"I am."

Julie hadn't said anything, and just now looked in the door and saw a tall, lanky girl standing there in a gym uniform.

"Lexy? You've been my student all semester. Why didn't you say anything?"

"Oh, I didn't want to jeopardize the investigation." The girl said.

Brenda amd Julie looked at each other in disbelief. Was the woman buying this? Julie had to speak up.

"She's lying! She's just a kid. I'm the reporter!" Julie said.

"You? You look even younger than Brenda and Lexy! You expect me to believe you're a reporter? Who are you?"

"She's Nina. Just transferred here. She's staying with my family for a while cuz her folks cant find a place to live." Mary explained.

"Well, I think it's safe to say this investigation is fucked. Brenda and Lexy, see me in my office, and I'll straighten this out."

Julie wanted to follow them, but Mary and Serena pulled her into the locker room. Brenda was dismissed, and was allowed to change clothes before meeting the woman and Lexy in the coach's office. Julie had to wait for Mary and Serena to change before they entered the gym, where the class was doing stretches. Julie joined everyone and introduced herself as Nina. The whole class took notice of the mostly naked girl amongst them, and took no pity on her as they've known about the punishment uniform for some time.

"Who was that girl who said she was the reporter, Lexy?" Julie asked Mary during stretches.

"Oh, she's a friend. She's a cheerleader too, but I don't think we'll be seeing her around anymore." Mary explained.

"Once they call my boss, and look at my records, they'll know that something's wrong. Plus, wouldn't her parents say something?" Julie asked.

"Lexy is a senior, and her parents are out of town. My dad knows the editor of the newspaper, and once I told him about your little stunt, he fired your boss and let someone else run that department. Lexy will now be you, so get used to it. Since your only ID is with this school, be ready to be Nina for the next few years!"

Julie's jaw dropped. That couldn't be true, could it?
