Once upon a time, a higher power of some kind made a very special item for some crazy reason, perhaps he was drunk or maybe bored because he decided to create an item that was granted the power so that whoever weilds it can change reality to suit their desires: Anything and everything can be changed and no one but the user of this item would no what has been changed because everyone wod see the change as normal and what was changed as being always like that.

Once the item was made, this higher being appered to realize exactly what he made and set it aside to be locked away. Ashame he didn’t take it with him beliving that there was no real need to keep track of them as no one would be able to use them since they were out of mortal reach. As he left to find something to lock it away it then accidentally fell down from were it was placed and into the Rwby verse.
