Of course

For a brief moment, a little less than a second, Kara hesitates. If she flies out of the smoke and into the open air the potentially hundreds of first responders outside will see her completely nude with nothing cover herself but ash and soot, not to even mention bystanders and press that might have gathered by now. She could be seen nude by hundreds, or even millions if anyone from the media actually is there. But, she has to go out and warn all of the previously mentioned people, even if it means she will be seen by each and everyone of them. Otherwise they will all be killed when the building collapses.

With an arm held over her breasts and a hand over her bare crotch, the Girl of Steel hovers then flies out of the building and the thick layer of smoke that had kept her hidden till now and out into the open. Kara is covered from head to toe in soot and ash, but it is quite clear that she is not not even wearing a stitch of clothing. “You have to get out of here!” Kara yells again, now several yards closer, close enough to be heard, “the building is about to collapse!”

All are of course shocked to see the nude heroine, though none can really get a clear look of her due to the ash and relative distance, but all present luckily do heed her warning. The first responders, which include the police and firefighters present, get to work trying to move the crowd away from the area while the crowd itself start to run for their lives. Unfortunately for Kara however some press is here at the scene, and Kara can see the flashes of cameras taking pictures of her and the building doomed to collapse at any moment.
