You see somebody in the office building nearby

You haven't decided what is the best way to spend your time when you suddenly see something moving in the building at the other side of the street. Opposite to the police station is an old office building. It once was a big trading company for clothing. Now it is just an empty building like all the others. But you could swear that there was someone who walked through the third floor. You saw it through one of the windows.

Well since it is not to far you decide to pay the building a visit. Who knows what you are going to find inside. Quite and careful you sneak out of the police station and look around. Nobody is here and could see where you came out. But you are still careful when you go over to the office building. No need to risk anything.

The building is, just like all the other places in the arena, unlocked and free to enter. You can see desks with chairs in the ground floor. Typical offices. There also is a kitchen for the employees. But the fridge is empty and there are not even plates. However, there is nobody except you in the ground floor. You suggest that whoever you saw is still in the higher Floors. From where you are, you can spot three ways up. There is an elevator in the center of the building and a stairway to the first floor and the basement. And next to the kitchen is another stairway which leads up to another place in the first floor.
