Weather Wizard blows into town

On a typical summer night in Gotham, it wasn't unusual for sudden storms and blustery winds throughout the city, but there were reports of snow flurries popping up across Gotham. Batgirl didn't waste time and sped of down the street on her motorbike. Upon approaching the nearest isolated snow storm, Batgirl noticed that the front entrance of a Stagg Industries building was coveredin sheets of ice and snow.

Surrounding the building were people frozen in place, like ice statues. Batgirl opened a compartment in her bike and pulled out a spray can.
