Bad news?

It turned out that the mass produced version of the vaccine had a major flaw and while ensuring that 95% of the world's population was immune to veneral diseases it also ensured that they can't have babies...

Well, not technically 'ensured' as there was a very small chance so people were not completely sterile. After a week the scientists have discovered that this small chance could be doubled by an increased sexual activity. Moreover they discovered that with some subjects there is some innate 'incompability' which lead to that subject couple not being able to have children until they were paired with new partners.

All of that caused world's birth rate to plummet. Everybody knew the government had to do something about this situation. After a few days they have released a recommendation for citizens to not participate in any sexual acts until they decide what to do next.
