Planning for a Northern Campaign

The steppe peoples of the North have long plagued your borders. Throughout antiquity they have raided the empire's defenseless villages, carrying off loot and slaves to their barren horselands. They had even once controlled the throne after being united by the great general Jemintu, humiliating your people. Now, as they have reverted back to their splintered, squabbling tribes, it would be the perfect time to establish hegemony over them and avenge the grievences.

As you sat at your desk and finish writing your proclamations and sending it out to your lords, you hear the door open behind you. Your attendants along with the court ministers enter your room. The air in the room suddenly turns somber and hesitant.
