Perverted Laws

In a world of heros, gods, and villains, it's easy for people to get stressed. Any day their house or car could get destroyed by a fight between people much stronger than you. One of the easiest ways to deal with that stress is through lust.

Even if life wasn't stressful, the gorgeous heros flying around like Powergirl would make anyone aroused. So it's really no wonder that law makers got together and started making perverted laws that would let others perv on these amazing heros more.
