Panem

After the first rebellion, The Capital decided to take further actoin that would deter any chance of another uprising against them. Alongside the yearly deceitful broadcast of the bombed remains of the former location of District 13, they put in place a system of laws that would strike more fear into the heart of anyone that would dream of attempting to rebel again. These laws grant both Capital and District citizens the opportunity to gain ownership and, by extension, full control over other District citizens.

This can be citizens from any District, whether or not the new owner is from the same District. The only action needed to gain said ownership is to save the subject of one’s ownership, be that saving their life, saving them financially- though that would be less likely-, or anything else that would fit the fairly loose definition of ‘saving’ that these laws outline within their text. The only citizens of Panem that cannot be owned are Capital citizens, outside of being saved by government officials and Peace Keepers, both of whom cannot be owned by anyone.

While likely to be rare, the fact that any individual in the whole of Panem can be owned by another citizen, outside of the listed restrictions, means that those that own slaves can also be taken as slaves. In these situations, the original owner would still hold ownership over their original ****(s) and does get to make certain decisions over said original slaves, however they would be at the whim of their own owner. The higher owner would have the final say over decisions involved with all slaves, including those that they do not own directly, should their wants contradict those of said lower slaves’ original owners.

Said ownership can be relinquished by any individual of their slaves, so long as said individual doesn’t have an owner that disagrees with that decision, and restore them to full rights and autonomy through very simple paperwork. The ability to release an owned individual is nullified in any situation where the enslaved is a rebel and the owner is either a capital citizen or a loyalist from any district.

Ownership can also be given to another individual, so long as that ownership could take place under non-transfer circumstances, through an equally simple process. The only way that freedom can be restored to one by themselves or their own actions is through becoming a government official or Peace Keeper, which is highly unlikely, especially for District citizens.

The pont of these laws, as stated before, are to deter any more uprisings or rebellion from any of the Districts. To further elaborate, this was specifically done to cause fear of being taken **** by either a member of a loyal District, a Capital citizen, or a Peace Keeper, as any rebels would almost definitely come into contact with an individual of at least one of these groups. They also serve to thin the amount of rebels The Capital would have to deal with were the laws to not shut down any thoughts of attempted revolution.
