Kaburagi Susumu, a young-looking man

The leader takes the file marked "Kaburagi Susumu" and starts examining the sheet. The picture shows a young man with a devil-may-care grin and a thin moustache.

"Wasn't this one just promoted? Why is he here?" the leader asks.

"Susumu is a prodigy," one of the men answers. "He has shown an aptitude for command and leadership, and isn't afraid to make sacrifices and perform duties others might find ... distasteful. I think he'd be a good match for her."

"Explain. Mika is a prodigy as well. Do you think that someone who is merely 'as powerful' would be appropriate?"

"Susumu is aspected to Wind, which is Lightning's natural enemy. He'll have an edge on her in that way, at least. But he is also clever and can be ruthless, where she is clever, but something of a dilettante. He may not have her experience, but he is the type to have elaborate plans that would allow her the illusion of freedom."

The leader nods. "I see."

"Additionally, I think it would add just the right touch to both of them; It would be a constant battle of wills between them, allowing her to learn to work with others and seasoning him as a leader. Besides, he has the right tool to keep her in line as necessary ..." the man chuckles.
