Investigate the Mother and Children

Nervous but slightly curious, I get up and approach the Mother and her two Children, noticing they pay no notice to my approaching them. "Um, hello?" I say, not quite sure what to say "C-can you hear me?" I wave my hand in front of the Mother's face but she doesn't even flinch!

It's then I notice her watch and, curiously, hold my watch next to her's before examine her two Daughters, the eldest with her mouth open, clearly mid sentence and the other in the middle of licking a large ice cream, and holding the watch up to theirs'. To my curious surprise, all four watches show exactly the same time, not a minute or a second out of place.

Now, I know it's unlikely that all four watches just naturally decided to stop working, plus that doesn't explain why everyone are as motionless as statues and why the water looks like ice. Eventually, I come to the only conclusion I can; everything has stopped because Time has stopped and Time has stopped because I made it stop.
