Fifteen years ago, Pokemon were used for battles, to fight and gain money through cockfights.

However, the Government realized that this method of fighting was Pokemon cruelty, forcing the Pokemon to fight against their wills, even if they did want to fight. Therefore, Pokemon Battling was destroyed, and the era of Pokemon Slaves began.

Although Pokemon Slaves were by no means legal, they were not illegal either, as the Government had not passed a law stating anything against this method yet.
