Cyrus Bortel
Bortel is an inventor with no interest in the ethics of what he invents. He and his partners can turn out nearly any device or mixture and don't ask questions about how it is going to be used. They just want to get paid.
Ethically challenged or just too interested in research to ask how it's used? In any case, if you want something you can pay Bortel to invent it for you. Or, if you hear he's invented something of interest you can always go and steal it. (Which will get Kim involved when he calls and asks for help.)
