Carrie Bates/Rainbow Raider 2.0

In the regular timeline, Carrie Bates was a woman who worked at collection companies and was fired from them. Mainly because she erased huge medical debts instead of collecting them. She later gained meta-human powers and started to steal money from banks to give to the poor.

She did this with her powers to manipulate emotions by eye contact much like Roy Bivolo the Rainbow Raider. But she prefered joy over anger, and was more powerful as she affected the Flash insteantly. Instead of the gradually that Bivolo did.

But what if she was a little more selfish... and more horny. What if she used a more of her power then just joy or even the anger of Bivolo. What if her powers were a little more potent.
