The Organisation Was Named Strategic Threat Assessment and Containment Division, Or S.T.A.C.D For Short. S.T.A.C.D Had Been Approved As A Solution For S.H.I.E.L.D's Many Problems, Not Bound By A World Security Council, But Instead By The United Nations, S.T.A.C.D Was Given The Same Mandate, Clearance, and General Authority As S.H.I.E.L.D, But Operated Under Far Stricter Regulations and Rules Than It's Predecessor Organisation.
