Billy

Billy is a first in all of existence to be a monster-mancer. The monster mancer class that billy possesses acts similarly to a necromancer with the obvious difference that he can summon monsters instead of dead creatures. Though the class's design means there is a chance of rebellion by the created and summoned monsters, instinctual trust, love and loyalty prevent most cases with special and trusted monsters created by Billy that act as deterrents. As Billy gained more attention and grew in power, he would be able to manipulate the things he created such as mimic women, female versions of existing species, monsters possessing classes and titles similar to **** knights and mutant variants that have been specially engineered.

In his last years of life, he would create several giant aquatic monsters and inorganic monsters such as ones made of rocks, water and plants. With the grand embrace of monstrosity he commanded, Billy created his own personal army right outside of the empire's door, on his artificial island, 30 miles into the sea. Far into the ocean, Billy created his own national-sized harem as he stashed the harsher monsters and sea monsters underground or in the underwater caves and tunnels as they lived a life of barbarism and nature. Despite their lifestyle, the monsters in the under portion of the country were free to enter the above territory so long as they followed the rules with the lower land acting like a red light district for homicidal, hunting instincts.

Back on the land that the island possessed, it would hold a massive city with 3 parks, a forest and several mountains to the back where Billy built his fortress palace into, either calling monster girls to come in to please him or going down to scout for beauties as all were fair game and willing. At the end of Billy's life, no one would manage to recreate the monster-mancer class as they witnessed what the only monster-mancer accomplished. For the end of Billy's life, he would witness the genuine powerhouse he had established, remembering the status he gained, joining noble balls and secretly getting frisky with royals and married women. But what delighted Billy more than anything was the endless hordes he saw before him of the various beautiful, voluptuous and adoring fans who ALL carried his children with pregnant bellies and children beside them, something Billy often delighted as he enjoyed pregnant sex for these genetically engineered hungry vixens without other males besides the ones he sired.

side note but as the creator of a nation that all carried his blood within a single lifetime, he would be the first to create a democracy in Dracaria or at the very least, be directly responsible for it.
