Up the incline.

Harry climbed the incline. It soon became obvious this was not serving his objective of not being spotted, since not only was he climbing over most of the trees and shrubbery that until this point obscured his naked form, but said trees and shrubbery became smaller and more rare as he climbed up.
Still, he had more cliffs and rocks behind which he could hide. On top of that he spotted a cave in the cliffs. It was pitch black inside, but there may well be something he could use.
