Who has the prisoners?
The government. You have to pay.
The government takes it upon themselves to get the prisoners up to speed, teaching them basic math, the language of whatever country they're in, and then sells them to whoever can pay the price.
What? It's capitalism.
Who am I in this scenario?
An invading world just threw a whole bunch of furies and magical races. We won... but what do we do with all these prisoners?
