TSO creates the Mana Pool (rule for magic).

The Scarred One slipped out of the meeting place..where the divinites seemingly weren't meeting, and headed to one region of the void, gathering most of Its Mana together. It solidified some of the mana to create the limits of the 'pool' of Mana, serving as a main source of Mana for other Divinities as needed to tap into. However, there was still the limited amount of Mana spread throughout the rest of the created matter.

The Scarred One let this ambient Mana help enervate the rest of the creation, with all used Mana being recycled back to the Pool, with the excess amount spilling back out into the universe, so that the overall total amount would remain constant.
