TSO creates Mana.

The Scarred One left the meeting place of the divinities, and started twisting and churning, a mist-like substance emanating from beneath Its cloak and out of the scars on Its mask. TSO narrows Its holes on its mask in satisfaction, as It names Its creation, 'Mana', and continues to generate it continuously.

Like most substances in an empty space, the higher density areas of mana would disperse, spreading Its mana passively.
