That is right the Rubberband, it is not the most noteworthy looking item but this item allows whoever wears it, take on the properties of rubber. This makes it so you can get your body to stretch and grow in ways limited only by your imagination. It also can allow you to change your face but make sure you have a clear picture of the face/body you want and the one you already have. By doing this it may cause some identidy issues for you. Another thing is it allows you to deflect bullets and be immune to electrical shocks including lightning. May not look like much but is indeed powerful.
