Sometime in the near future, the powers that be was dissatisfied of all the secrecy they had to maintain in order to keep the nation's men productive and happy. An extensive new international plan was drawn up by the government's tourism department, resolving many of the issues that the local population was having while pursuing hot white visitors in their beautiful island city. Within weeks of the implementation of the Free Use Visa, the number of foreign vacationers skyrocketed and the local tourist industry changed forever.

The Free Use Visa was a zero fuss entry visa that would systematically be issued to any woman listed within certain 'demographic categories'. It was immediately included in any travel package that brought the purchasing party to the island and it becomes active as soon as the bearer steps off the plane. After that, they can be subject to any form of sexual activity by the local men at any location or time. Bearers and anyone associated with them are allowed to be publicly nude, and even encouraged to be as much as possible, as much as they are encouraged to let the horny men fuck them as a new source of enjoyable 'cultural recreation'.
